Kabilang sa mga pangunahing alegasyon sa mga reklamong isinampa laban kay Duterte ang betrayal of public trust at culpable violation of the Constitution, na may kaugnayan sa umano’y maling paggamit ng P612.5 million na confidential funds. Kasama rin sa mga isyung binanggit sa mga reklamo ang umano’y banta laban sa Pangulo at sa kanyang pamilya, na itinuturing na seryosong usapin sa ilalim ng Konstitusyon. Dahil dito, magpapatuloy ang proseso sa Kongreso upang masuri pa ang mga paratang at matukoy kung may sapat na dahilan upang umusad ang impeachment laban sa bise presidente.
